Lanikai Water System Improvements, Part II Project

MIRA Image Construction, LLC, the Board of Water Supply’s (BWS) contractor for the Lanikai Water System Improvements, Part II project is working to install approximately 1,455 feet of 16-inch water mains, 1,858 feet of 8-inch water mains, 200 feet of 6-inch water mains, and 180 feet of 4-inch water mains in the Lanikai and Kailua Beach areas.

The renewal of the water system will improve water service reliability and fire protection for customers in the area. Motorists are advised to expect slower than normal commute times.


* 10.18.21 to 10.22.21: Chlorination of new 16-inch water main on the Kailua Beach Park bridge and preparation to connect the new waterline to the existing lines on both sides of the bridge.

Phase III: Anticipated start date 9.29.21. Anticipated completion date 1.7.22.

  • Work will occur on the makai side of the Kailua Beach Park bridge. 
  • Motorists should expect an intermittent contraflow as crews install new water main on the bridge.
  • Traffic lanes near the Kailua Beach Park bridge will be closed on an occasional basis.

Phase IV: Anticipated start date 9.22.21 and will run concurrently along with Phase II. Anticipated completion date is 11.2.21.

  • Work will occur on Alala Rd heading toward Lanikai.
  • Motorists should expect delays as the traffic lanes will be contraflowed as crews install new water main.

Phase V: Anticipated start date 10.30.21. Anticipated completion date 12.14.21.

  • Work will occur on Kawailoa Rd.
  • Motorists and area residents are advised to expect traffic delays.

Night Work

  • The BWS has applied for a noise variation for parts of the project.

  • The project will install approximately 1,455 feet of 16-inch water mains, 1,858 feet of 8-inch water mains, 200 feet of 6-inch water mains, and 180 feet of 4-inch water mains. The contractor is continuing to install new water mains from Kalapawai Market on Kalaheo Avenue to Kawaiola Road near Buzz's Steakhouse.

  • As work progresses the project will also affect the following areas:
    • Kalaheo Avenue from Kailua Road to Kawailoa Road
    • Kawailoa Road from Lihiwai Road to Popoia Road
    • Kawailoa Road from Alala Road to dead end
    • Alala Road between Kawailoa Road and Kaneapu Place
    • Mokolea Drive between Aalapapa Drive and Lanipo Drive
    • Koohoo Place between Aalapapa Drive and dead end
  • Road work hours: Monday to Friday from 8:30 a.m. to 4:00 p.m., excluding holidays.
  • No parking will be allowed along any street in Lanikai including cross streets, Mokulua and Aalapapa Drives from 8:30 am to 4:00 pm, Monday to Friday. These parking restrictions aim at maintaining emergency vehicle and resident access to and from the neighborhood. Please use alternate ways of access: walking, biking, or using TheBus Route 671 from Kailua Town to access Lanikai. This parking restriction is expected to last through December 2021.

This project will involve traffic modifications and lane closures along the work site. When the project begins road users are advised to obey all traffic controls, posted signs, and special duty officers.
